ROME, ITALY / RankWire.AI / – Italy has designated €1.55 billion for 59 water infrastructure initiatives across 17 regions as part of its national recovery strategy. The Ministry of Infrastructure and Transport completed the entire allocation in under four months. The funds will support aqueducts, water networks, and related infrastructure to enhance efficiency, safety, and dependability. This initiative broadens investments in a sector under ongoing pressure from water losses, drought conditions, and infrastructural demands throughout the nation.

Southern Italy is set to receive approximately €830 million, representing 53% of the total funds. This exceeds the minimum 40% allocation mandated for southern regions under the recovery plan. Beneficiaries of these projects are expected to contribute about €683 million in additional financing alongside public funds. Collectively, this brings the total investment activated by the program to over €2.2 billion. The projects aim to upgrade water management systems and bolster infrastructure that supports communities and economic activities.
The funding is channeled through SFNIISSI, Italy’s national financing tool dedicated to infrastructure investment and water-sector security. The government launched this instrument in February 2026 under the country’s PNRR recovery framework. Applications, grants, and monitoring are managed by Invitalia under an agreement signed in April. Initially, the fund was endowed with €1 billion sourced from NextGenerationEU resources. In August, the government allocated an additional €576 million for water projects as part of a broader revision of recovery-plan expenditures.
Funding prioritizes efficiency, safety, and reduction of network losses
This water fund supports both companies and public entities managing water resources across Italy. Grants can cover up to 90% of eligible costs related to efficiency enhancements and safety upgrades. For projects that reduce water losses via digital technologies, support can reach 85%. Applications opened on May 6 and concluded on June 8 after officials extended the initial deadline. The program emphasizes infrastructure that improves water use, network performance, and the resilience of critical systems.
Italy structured the fund to aid projects already identified within the national water infrastructure plan and other qualifying priority works. The allocated funds include resources for aqueducts, distribution networks, and systems aimed at increasing water supply security. The distribution was finalized after evaluating applications submitted during the spring funding period. The addition of beneficiary co-financing elevates the total investment beyond the public contribution alone. The overall €2.2 billion-plus package reflects the combined value of government funding and project-level co-financing.
Building on prior PNRR water initiatives
This latest allocation continues Italy’s earlier investments in primary water infrastructure under the PNRR. By July, the country had completed 48 water systems through another recovery-plan measure, surpassing the target of 45. Among these, 37 systems were classified as complex. Authorities also reported the completion of 79 individual interventions carried out by 52 implementing agencies. Approximately €1 billion from PNRR resources financed 124 projects covering reservoirs and water-supply systems for drinking water, irrigation, and mixed uses nationwide.
Of the 48 systems completed by July, 25 primarily serve irrigation, 20 support drinking-water supply, and three serve multiple functions. Italy has also programmed and financed more than €6 billion in water-sector projects through its broader infrastructure framework. The new €1.55 billion allocation adds another 59 projects to this national effort. With all resources within the expanded fund now allocated, the program transitions from application and award stages to the implementation of approved water infrastructure projects.
