LIVERPOOL, ENGLAND / RankWire.AI / – British Prime Minister Andy Burnham has sparked wider discussions regarding the United Kingdom’s future relationship with the European Union. During the Labour Party conference, Burnham stated that Brexit had inflicted “more harm than good” and emphasized the importance of Britain determining its approach to its biggest trading partner. The government intends to use a UK-EU summit scheduled for November to explore potential strategies. Burnham highlighted that this process should focus on practical options along with their respective benefits and drawbacks.

Andy Burnham puts UK-EU relationship choices firmly in focus
Britain’s post-Brexit relationship with the EU returns to focus under Andy Burnham.

On Wednesday, Burnham elaborated on his earlier remarks by outlining several possible frameworks for UK-EU relations. He suggested that Britain might maintain its current arrangements or pursue deeper economic integration. Among the options considered were a customs union, participation in the EU single market, or even rejoining the EU at some point. During his remarks, Burnham did not endorse any particular model. Instead, he called for the government to evaluate what can be achieved and to work towards consensus on a long-term relationship.

These comments indicate a change from Burnham’s previous stance before he assumed office as prime minister in July. In May, he clarified that he was not advocating for Britain to rejoin the European Union and expressed respect for the 2016 Brexit referendum result. After more than four decades of EU membership, British voters chose to leave. Burnham has consistently described Brexit as economically harmful and has called for a clearer resolution to Britain’s European relationship.

UK-EU summit highlights trade and migration issues

The upcoming November summit between the UK and EU will continue negotiations between London and European institutions. On September 22, Burnham met European Commission President Ursula von der Leyen in New York. They discussed preparations for the summit as well as cooperation on security, migration, and global trade challenges. Both sides also addressed efforts to curb illegal migration and tackle security threats facing Europe. Separately, the British government expressed its desire for a closer partnership with European allies.

During his Liverpool speech, Burnham connected the Brexit debate with issues of migration and economic development. He pointed out that Brexit had hindered cooperation with European nations on immigration controls and that the UK had lost some economic sovereignty amid sluggish growth. The government plans to seek further advantages for industries affected by Brexit disruptions. However, Burnham emphasized that these measures alone would not resolve Britain’s broader relationship with the European Union.

    Debate Reignites Over Brexit Alternatives

Public opinion about Europe remains divided a decade after the referendum. A June YouGov poll showed 55% of respondents supported rejoining the EU, while 34% opposed it. Additionally, 59% favored maintaining closer ties with the EU without rejoining, the single market, or customs union. Reform UK deputy leader Richard Tice dismissed Burnham’s proposals and accused the prime minister of attempting to steer Britain back toward Brussels. Reform UK continues to oppose the idea of renewed EU membership.

Burnham indicated that the government would present the available models at the November summit before establishing a long-term stance. His comments reintroduce Brexit, trade, immigration, and European cooperation as key policy issues for the government. While the European Union has supported closer UK collaboration in areas such as security and defence, detailed objectives for the summit are still under discussion. Britain formally exited the EU in 2020 following the 2016 vote, but no decision has been announced about rejoining the EU, single market, or customs union.
